The dates for the election of the Local Staff Committee of Ispra and Seville, as determined by the General Assembly, are 22, 23, 24 November 2021.

The electronically voting system for the election of the Ispra/Seville Local Staff Committee is the same as the one applied in Brussels. The system is a little bit complex and, to avoid mistakes, needs some understanding. This short guide aims at answering your questions and clearing your doubts.

Background
The Ispra/Seville Local Staff Committee is composed of 21 couples of elected members (21 full members + 21 alternate members).
That's why each list standing for elections can be composed of up to 21 couples of candidates - with no minimum number of candidate couples required.
Each list represents a single Trade Union, a group of Trade Unions or an association of staff.
Two distinct voting methods are possible: "block-list vote" and "preference vote"These two voting methods are alternative to each other and cannot be mixed

How to vote
Electronic voting will be possible from 09:00 on 22th November 2021 until 17:00 on 24th November 2021 (Ispra Seville time) as follows:

a) vote for a list (block-list vote)
a mark must be placed in the box beneath the number and the abbreviation of the list chosen

b) vote for a maximum of 21 candidates, chosen from one or more lists (preference vote) a mark must be placed in the box opposite the names of each pair of candidates choses, up to a maximum of 21 pairs of candidates.


 
Postal voting procedure
Voters who for any reason (sickness, mission, leave, etc...) are unable to vote electronically on 22, 23 and 24 November 2021 may submit the request for postal voting procedure before 17:30 (Ispra/Seville time) on 28th October 2021, to the following e-mail address :

ATTENTION: Do not mix list vote and individual preferences, otherwise your vote will be void!

How are votes accounted?

Block-list vote
Voting for a list is the easiest and most effective way to maximise your support to your preferred candidates. 
In case the list is composed of less than 21 couples, your list vote will still contribute to maximise the result of that list for what concerns elected couples, while the overall "weight" contributing to the allocation of resources is a ratio (x/21) which depends on the number of couples present on the list. 

Preference vote
As an alternative to the block-list vote, you may decide to vote for individual couples, even belonging to different lists.
In this case, instead of placing one single cross besides the name of the list, you may provide up to 21 preferences to 21 different couples, from one or more lists. 
In case you wish to support an incomplete list (i.e. composed of less than 21 couples), you may decide to use this voting method in order to maximise your "voting power". In fact, if you wish to support a list presenting, let's say, only 15 couples, you can provide your preference to each of the couples of that list and still you'll be able to give your 6 remaining preferences to 6 more couples from other lists. This way you will maximise your "voting power" by expressing all of your 21/21 voting right.
